Alaska Candidate Questionnaire 2006 Primary

A total of 144 questionnaires were mailed through U.S. Post Office to the addresses the candidates listed at Alaska Division of Elections on the August 22 Primary Ballot. Responses were received from :

  1. John Suter Senate District H;
  2. Representative Vic Kohring House District 14;
  3. Jason Crawford House District 8;
  4. Bill Bartee House District 32;
  5. Chuck Achberger House District 27;
  6. Steve Strait House District 26;
  7. April Moore House District 15;
  8. and
  9. Sol Gerstenfeld U.S. House

The questionnaire is below. Please discuss the questions with the candidates and ask them why the overwhelming majority of 136 Primary 2006 candidates they did not file their responses with our Alaska Permanent Fund Board Confirmation Committee."

  1. Should Alaska Permanent Fund Board be confirmed by Alaska Legislature?

  2. Should appointed Alaska Attorney General be allowed to be a member of Alaska Permanent Fund Board of Trustees?

  3. Do you believe Alaska Attorney General should be elected by the people of Alaska like 44 of 50 states of our country?

  4. Should the office of Alaska Attorney General be the investigatory authority for supervision of the practices of Alaska Permanent Fund Board?

    If not, please identify the appropriate investigatory body.

  5. Currently, Alaska Statute 37.13.050 states:”the Board of Trustees of the Alaska Permanent Fund Corporation consists of six members appointed by the governor. Two of the members must be heads of principal departments of state government, one of whom is commissioner of revenue.” Do you agree with this law?

  6. A.S. 37.13.060 states:”The public members of the board shall be appointed for terms of four years.” Do you think four years is the correct amount of time for a term on Alaska Permanent Fund Board?

The same A.S. 37.13.060 continues:”and they may be reappointed.” Does that mean that Alaska Permanent Fund Board (APFB) members have terms limits of two terms or eight years keeping in mind that Mr. Eric Wohlforth, Attorney, has been Chair and member, APFB since 1/95 when Tony Knowles became Governor ?

  8. A.S. 37.13.060 also states:”The terms of the public members shall be staggered so that no more than one term of a public member expires each year.” Should the statute be updated so that the staggered terms are time certain on a specific date each year?

A.S. 37.13.110(b)“Conflict of Interest” references A.S. 39.50 “Public Official Financial Disclosure” which states:”the purpose of the chapter. . .to discourage public officials from acting upon a private or business interest in the performance of a public duty.” Do you agree that the current practices of Alaska Permanent Fund Board of Trustees of making “Individual Investment Transaction Disclosures” to enrich their private bank accounts by astronomical investments in the Stock Market must be stopped immediately? **
