Mr. Marquez, licensed to practice law in Alaska and Wisconsin in 1973, was Vice-President and General Counsel after 20 years at Arco Alaska, Inc. retiring when Phillips Alaska, Inc. took over the firm. He has been assistant Attorney General for Legislation & Regulations Section since 2003.

On April 4, 2005, Governor Frank Murkowski appointed Attorney General David Márquez to the Alaska Permanent Fund Corporation Board of Trustees. Mr. Marquez holds one of two board seats reserved by law for the head of a principal department of state government.

Trustee Márquez is a graduate of Northwestern University and the University of Wisconsin Law School. He was admitted to the Alaska Bar in 1973. His first job was with a private law firm in Anchorage where he wrote title opinions for the Trans-Alaska Pipeline (TAPS) prior to construction. Mr. Márquez later served as General Counsel for the Alyeska Pipeline Service Company, which operates TAPS. While at Alyeska, Mr. Márquez served on its Trust Committee, which oversees the investments and management of Alyeska’s retirement plan funds.

David Marquez worked for ARCO for over 20 years. He was an Associate General Counsel serving in Anchorage as Vice President and Chief Counsel for ARCO Alaska and also their Vice President of External Affairs and Environment, Health and Safety. Prior to his appointment on March 31 to serve as Alaska’s Attorney General, Mr. Márquez served as the Acting Deputy Attorney General, Civil Division for the Alaska Department of Law and Chief Assistant Attorney General, Legislative and Regulations Section and as legislative liaison in the department.

Mr. Marquez served twice as the Chair of the Board of Junior Achievement of Alaska. He was also Chair of the Board of the Alaska State Chamber of Commerce. He served with the U.S. Army in Vietnam. His wife, Pam and three children were all born in Alaska. Pam Marquez is presently working for Representative Vic Kohring.
