Public Comment APOC Meeting Today, February 6, 2008 at 1:15 P.M., 10th Floor, State Office Bldg. Juneau

Mr. Holl, Attorney Chair, and APOC:

Per http://www.state.ak.us/apoc/datemeet.shtml, below are a few issues related to my testimony at your APOC Meeting this afternoon at about 1:15 P.M.:

  1. You, Representative Mike Doogan, have sponsored HB 260 "State Officers Compensation Commission" per http://www.legis.state.ak.us"Alaska Legislature" type in HB 260. This Commission should be set up immediately so that Alaska Legislators can get 50% salary increases based on the precedent HB 363 http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20428&session=24 whereby Alaska State Court Justices/Judges got a 50% salary increases in 2006. I am going to post the exact salary increases of the State Court Justices/Judges on my revised http://www.tobermeyer.info when I get the revisions completed.

  2. I understand from you, Ms. Miles, that it is required that any person or group who files with APOC must file electronically at some point soon. You have the Alaska Statutes for the correct wording. I understand the logic of this is that if everyone files online, there is virtually no cost of putting the APOC Disclosures on APOC website.

  3. It is time to bring attention per http://www.apfboardconfirmation.org to how corrupt Alaska Permanent Fund Board (APFB) and Mr. Burns are. The standard procedure of APFB is to make monthly "Individual Investment Transaction Disclosures (IITDs)" which are the astronomical investments in the Stock Market to enrich their private bank accounts. In the case, of Mr. Bill Moran, current Vice-Chair, he is enriching his two privately held banks in Ketchikan including First Bank and Community Bank. APFB has become a way for a few very wealthy individual to amass more wealth. I have understood this since 1999 and began posting "IITDs" in 2001.

  4. APFB is not an endowment and I believe it should be taxed unless APOC and Alaska Legislature create some kind of supervision and accountability over it. How can you allow what APFB and Mr. Burns do to only enrich themselves when your former colleagues are in jail for years over a few thousand dollars? APOC APFB and Mr. Burns Financial Disclosure is more important than APOC Alaska Legislature Financial Disclosure because of the astronomical amount of money a few individual control without any level of supervision. If APFB or Mr. Burns do not want their Financial Disclosure Statements online, they can resign from APFB and as ED. I believe currently Alaska Statute allows APFB to be paid $400 a meeting and Mr. Burns was granted a salary increase to $300,000 July 1, 2007 even though members are only enriching their private bank accounts along with their stipends. What a bad example they are!

  5. I was told by you, Representative Holmes, at Anchorage Caucus on January 5 that you do not believe that APOC Financial Disclosure Statements of Alaska Legislature should be online because of "identity theft." Identity theft has become the "catch all" as an excuse to not disclose online so that there will be no level of accountability in Alaska. Please know that there are a great many protections against identity theft. Please study what other states do in this regard through National Association of State Legislators. In the meantime, more disclosure is better.

  6. I spoke to you, Ms. Miles, about a possible practice that if any person wants to download APOC files, the individual might have to give his/her name, address, etc. and get a pin number. Then APOC will know who the people are who have had access to documents and can follow up if there is any breach of proper usage of the site. If a person is afraid of identity theft, that person can make the decision not to run for public office.

I will mention these ideas when I am called this afternoon at 1:15 P.M. as part of your APOC Meeting in Juneau.
