The lack of investigative reporting regarding how corrupt Alaska Permanent Fund Board is especially Mr. William G. Moran, Jr. mystifies us as the Governor is the only level of responsibility. Governor Sean Parnell appoints the Board which is not confirmed by Alaska Legislature. We found it unbelievable that former Governor Sarah Palin brought up Alaska Permanent Fund as something she is proud of during the only Vice-Presidential Debate October 2, 2008 at Washington University in St. Louis. The media must expose the lack of supervision of Alaska Permanent Fund Board immediately.

The normal monthly practice of Alaska Permanent Fund Board (APFB) members and Mr. Michael J. Burns is to make "Individual Investment Transaction Disclosures (IITs)" in the Stock Market to enrich their private bank accounts and, in the case of Mr. William J. Moran, Jr., enrich his two privately held banks. Please click on each name on the left for their signatures on their IITDs. Anywhere else in U.S. this practice would be labeled "insider trading" which is trading of a corporation's stock or other securities (e.g. bonds or stock options) by individuals with potential access to non-public information about the company. "Insider trading" raises the cost of capital for securities issuers, thus decreasing overall economic growth. Martha Stewart, American business magnate, was charged and convicted in a jury trial in 2004 in U.S. District Court, New York, based on this practice. She was convicted of conspiracy, making false statements, and obstruction of justice. She received tips in advance of the release of U.S. Stock Exchange transactions and invested in the Stock Market before the information was available to all investors. She served five months in jail and five more months under home confinement requiring that she wear an ankle bracelet. Her appeal was denied by U.S. Court of Appeals for the Second Circuit in 2006.

APFB and Mr. Burns hire the investment managers from other parts of U.S. and worldwide, "pick their brains," and make the best Stock Market investments imaginable. If these investments do not reap astronomical profits, the investment managers are fired. Are the "IITs" of APFB and Mr. Burns on margin or are they investing their own cash monthly?

Per Todd Communications Alaska Directory of Attorneys Spring, 2009 Page 3, we conclude that the 536 or 18% Alaska Active Out of State attorneys out of 2,977 total Alaska attorneys are feeding off Alaska Permanent Fund money. Alaska Active Out of State attorneys are probably the highest percentage of any State Bar Association in United States. Alaska Bar Association has given our great State of Alaska away to the most powerful law firms in the U.S. The same chart lists Alaska Government Total 705 out of Alaska In State Total 2,441 attorneys or almost 29% of Alaska In State attorneys are listed as working for the Government including 10% Federal (72), almost 82% State of Alaska (576), and 8% Local (57) Government.

Alaska Public Offices Commission (APOC) still does not post the yearly every March 15 Financial Disclosure statements of Alaska Permanent Fund Board, Mr. Burns, Mr. Valer, and Mr. Scott even though three years ago Alaska Legislature enacted presumably landmark "Ethics Legislation 2007" SCS CSHB 109(FIN) am S.

Section 45. AS 24.60.2120 is amended by adding a new subsection to read:

(c) The Alaska Public Offices Commission shall require that the reports required under this section be submitted electronically. . ." The Ethics Law has been codified. The respective statutes which apply are: AS 39.50.050(a) (Public Official Financial Disclosure); AS 15.13.040(m) (Campaign Disclosure); AS 24.60.210(c) (Legislative Financial Disclosure); and AS 24.45.061(c) (Lobbyist reporting). In all cases filers are to submit reports electronically, unless an exception is warranted. Some filers are filing electronically now via a pdf format.

Alaska Public Offices Commission continues to work with a programming contractor to develop an online filing program called "Insight," which will allow for data entry over the Internet, much like applicants for the Permanent Fund Dividend do now. Why is it that Alaska Permanent Fund Dividend office can provide "Insight" to the public but APOC cannot get the work completed?

APOC must vote by a majority that APFB's yearly Financial Disclosure Statements be posted on APOC website.
